Terms and Definitions
Article 1:
The International Arab Conference on Information Technology is a technical scientific specialized conference. It is held periodically in the Arab homeland. All its bodies emerge from the Colleges of Computers and Information Society stemming from the Association of Arab Universities. This conference is considered as the official scientific conference for this society. Zarqa University at the Hashemite Kingdom of Jordan has been selected to be the permanent residence for its General Secretariat.
Article 2:
The following terms indicate the names referred to:
Secretariat: The General Secretariat of the International Arab Conference on Information Technology.
The Secretary General: The Secretary General of the International Arab Conference on Information Technology (ACIT).
Conference: The International Arab Conference on Information Technology.
Arab Universities: Arab universities that are members of the Association of Arab Universities.
Steering Committee: The permanent steering committee of the conference.
Technical Committee: The Technical Committee of the conference.
Organizing Committee: The Organizing Committee that supervises the preparations for holding the conference at the host university.
Members Universities: The Arab universities that are members in the Association of Arab Universities and joining the grouping that support the conference.
Sponsors: Institutions, companies and research centers that join the support-grouping of the conference.
Chapter 2
Conference Objectives
Article 3:
The conference aims at:
a. Showing the importance of information technology in modern life and its role in
developing societies.
b. Encouraging individual as well as jointly-done scientific research and exchanging
results.
c. Arranging specialized and general symposiums to serve the field of information
technology.
d. Associating the topics of research with the needs of the Arabic societies.
e. Coordinating the links of Arab researchers to facilitate the participation in the
international conferences.
f. Documenting the cooperation among the universities, institutions and research
centers all over the Arab homeland and in the other countries in the field of
information technology.
g. Providing a suitable atmosphere in which Arab scientists meet and get acquainted
with each other.
h. Attracting and making use of the qualifications and experiences of scientists
outside the Arab homeland so as to keep our region updated with the new
developments in the field of information technology.
Chapter 3
Conference Membership
Article 4:
Membership to the conference is open to All Arab Universities that have, at least, one academic department in the field of information technology. Any institution or company that offers any financial, informational or serviceable support may join the supportive grouping of the conference.
Article 5:
The universities and institutions, being members and sponsors of the conference are made known through the publicity of the conference and the Secretariat, or through the available media while the conference is being held.
Article 6:
The conference membership is renewed automatically for the abiding members who pay the annual membership fees to the Secretariat.
Chapter 4
General Secretariat
Article 7:
The Secretariat was formed in accordance with the decision of the Steering Committee of the conference during its meeting at the conference at the campus of Zarqa University, Hashemite Kingdom of Jordan that took the initiative in arranging the first conference from 31/10/2000 to 2/11/2000, where its function is based on the provisions of this Law.
Article 8:
Zarqa University, in Hashemite Kingdom of Jordan, hospitalizes the Secretariat and secures a suitable residence to it. The Secretariat has a nominal personality.
Article 9:
1. The Secretariat consists of:
a. The Secretary General.
b. The Vice Secretary General.
c. The Secretariat Council.
d. The Secretariat Office.
2. The Secretariat Council consists of the Secretary General, the Vice Secretary General, and four members chosen by the Secretary General.
Article 10:
The Secretary General who is appointed through a decision taken by the president of Zarqa University must be specialized and experienced in the field of computer and information technology and be a staff member of Zarqa University. He is appointed for two renewable years.
Article 11:
The Secretary General selects a vice who should be specialized and experienced in the field of computer and information technology. He must be a staff member of Zarqa University.
Article 12:
Zarqa University appoints the Secretariat Office.
Article 13:
The responsibilities and capacities of the Secretariat are limited to the followings:
a. Patronize the conference to keep its sustainability and periodical sessions and
attempts to widen its circle to attract Arab universities, the research centers,
and institutions of information technology all over the Arab homeland in order to
patronize it, support it, and participate in it.
b. Informing the member universities of the date of holding the next conference and
asking the steering committee to specify the host university that will hospitalize
the next conference.
c. Working along with the Organizing Committee aiming at making the Conference
successful.
d. Running and updating the conference site on the Internet, working along with the
Organizing Committee.
e. Renewing annually the list of the Technical Committee within the general principles
that the Steering Committee has approved.
f. Publishing the needed publications to serve the goal of the conference.
g. Getting in touch with Arab and foreign universities, research centers and the
institutions of information technology, aiming at making efforts to support
the conference and attracting more supporters and participants.
h. Complying with all federations and institutions that have a contact with universities, the research centers and information technology institutions and in particular, with the Association of Arab Universities, the Federation of Arab Scientific Research Councils, the League of the Higher Education Institution in the Arab homeland, and the societies of the similar colleges arising from the Association of Arab Universities.
i. Showing keenness to respect the wishes and tendencies of the member universities and the other parties that sponsor conference. These institutions are specifically concerned with the development of the conference, the sector of information technology and software industry in accordance with the objectives of the conference and Secretariat and the basic rules.
j. Revealing and highlighting the member universities, and the sponsors by means
of:
1. The publications.
2. The available various media.
3. Activities of the conference.
k. Submitting an annual administrative and financial report.
Chapter 5
Hosting the Conference
Article 14:
The conference is held annually at one of the member universities, taking into consideration holding it at different Arab countries.
Article 15:
Any member university willing to hospitalize the conference should apply officially to the Secretariat at least one year before the meeting, requesting to have the conference be held on its campus. This university has to send proposal to the Secretariat which includes the budget allocated to the conference, the facilities of the university, the preparations utilized to run the conference, and its specialized faculty members in the field of information technology.
Article 16:
If none of the member universities expresses its wish to hospitalize the conference, it will be held at Zarqa University which hosts the conference General Secretariat, or Suez Canal University which hosts the General Secretariat of the Colleges of Computers and Information Society in Arab Universities.
Article 17:
The responsibilities of the host university are limited to make the following:
a. Coordinating with the Secretariat to make the conference successful.
b. Forming an Organizing Committee and any other committees for the
purpose of holding the conference.
c. Supervising the reception and evaluation of the papers in accordance with
the scientific and academic criteria.
d. Informing all Arab universities, institutions and companies about the conference.
e. Issuing all essential publications before and during the conference.
f. Publishing the Proceedings of the conference.
g. Supervising the arrangement and holding of the conference.
h. Supplying the Secretariat periodically with the essential information to renew the
conference site on the Internet.
i. Addressing all institutions and companies asking for financial support.
j. Hospitalizing and sponsoring financially the residence of the Steering Committee
meeting during the conference.
k. Hosting the meetings of the Executive Committee of the Colleges of Computers
and Information Society in the Arab Universities during the conference.
l. Providing the General Secretariat with all scientific publications and press releases,
videos, photos, and other relevant materials.
Chapter 6
Steering Committee
Article 18:
The Steering Committee consists of:
a. Conference founding members and representatives for Arab universities who
sponsored the first meeting of the conference.
b. Former Secretary Generals.
c. One member from each hosting university provided that representation for each
university does not exceed two.
Article 19:
Some of the distinguished scholars living outside Arab homeland may be added to the Steering Committee if they are willing to, or nominated by the Steering Committee.
Article 20:
a. The Steering Committee holds a usual meeting, once a year at the host university
on the sidelines of the conference. The meeting is headed by the Secretary
General. The meeting will be legal if the majority of the members attends the
meeting. The resolutions will pass if the majority has approved them.
b. The Secretary General or one third of the Steering Committee members can call for
an unusual meeting.
Article 21:
The responsibilities of the Steering Committee are limited to:
a. Specifying the university that will hospitalize the conference.
b. Setting up the general polices for the conference.
c. Approving the forming of the Technical Committee.
d. Reviewing the list of its members, whether by adding new members or dropping.
e. Approving the administrative and financial report prepared by the General Secretariat.
Chapter 7
Technical Committee
Article 22:
The Technical Committee is formed of specialists who hold PhD in one of the fields of information technology at Arab and foreign universities, institutions and companies.
Article 23:
The Secretariat with the cooperation of the Steering Committee and the host university reviews the performance of the Technical Committee members. The inactive members are replaced by new and active ones, considering the various fields. All Arab universities and countries are represented if possible.
Chapter 8
Financial Resources of the Secretariat
Article 24:
The Secretariat financial resources consist of:
a. The annual subscriptions of members universities according to what the Steering
Committee has decided.
b. The money support that Zarqa University offers.
c. The annual participation of the Colleges of Computers and Information Society.
d. The money support that comes from sponsors.
e. Bonuses the Secretariat accepts, providing that the Secretariat's objectives are
not violated.
f. Any other resources that do not contradict with the policy of the Steering
Committee.
Chapter 9
General Provisions
Article 25:
The Steering Committee may add to the basic law any amendments that harmonize with the specialties of the Secretariat. This can be done if the two thirds of the members approve. It must be submitted by some of the members before the meeting and included in the agenda of the Steering Committee.
Article 26:
The basic regulations of the Colleges of Computers and Information Society are followed in all cases that were not covered in these regulations.
Article 27:
a. The General Secretariat is dissolved if two thirds of the members decide that, and
its moveable funds are conveyed to another part that is specified by the Steering
Committee.
b. All other possessions are to be handed to Zarqa University which hosts
the conference.
Article 28:
This law is put in to action, and is carried into effect as soon as it is approved by the Steering Committee(1)(2).
(1) These basic regulations were approved in the Steering Committee meeting which was held on the sidelines of ACIT'2001 at the Jordan University for Science and Technology in the Hashemite Kingdom of Jordan on 15/11/2001.
